City of Toronto, Municipal Code - Chapter 367

What is Municipal Code Chapter 367?

The By-Laws of City of Toronto, Chapter 367 require building owners to submit data to the City annually.

Starting in 2025, buildings in Toronto with a Gross Floor Area greater than 10,000 ft2 must report their energy and water consumption to City of Toronto.

There is a list of data points required and Property Owners with multiple applicable properties must report each property separately.

These By-Laws are enforced as per Section 5.1 - Offences:
‍"Each offence is designated as a continuing offence and is subject to, for each day or part of a day that the offence continues, a maximum fine of no more than $10,000. The total of all of the daily fines imposed for each offence may exceed $100,000."

Do I need to submit my energy and water usage to the City of Toronto?

All buildings in Toronto with a Gross Floor Are of 10,000 ft2 and above are required to submit their energy and water usage to the City of Toronto. If you are the Property Owner, you are responsible for ensuring this information is submitted.

GFA does not include exterior, unroofed or open-air spaces, such as an outdoor parking area.

How often do I need to submit energy and water usage information?

EWRB submissions are required annually. The deadline for reporting energy and water data to the City of Toronto is normally the first business day in July each year.
